I think the latest update to the application fixed the problem with not being able to make calls when you have a subscription but no credit. On the macos App the call doesn't pop up at all. It ends after 1 ring but the call doesn't show up in the call list, so I have no idea which account is calling.
I do get permanent skype calls on my iPhone form a blocked User.
So it can definitely be done, keep digging. Skype on iOS shows call from blocked User. i dunno, i have a skype subscription, no credit… and a new 3g iphone, and I just spent an hour via skype talking to my mum without any problems.
